Just as Professor Henry Higgins took months to groom a Cockney flower seller to take her place in high society, so the new owners of Holy Mackerel Seafood Grill, a popular Portsmouth bar, have worked diligently since November to add refinements to this restaurant and its seafood menu. As with the transformation of Eliza Dolittle in "My Fair Lady," the process is both time-consuming and tortuous.
